Note:

The Federal Intellectual Property Rights and Data Rights clauses found in Attachments 4 and 5 (Schedule B Parts I and II), which apply equally to both U.S. and foreign vendors, are inserted to protect the governments investment in this program should the selected vendor(s) become insolvent or unresponsive to future needs that require the IP or data developed with these funds. The clauses spell out what type of rights the vendor must pass along to the government upon completion of this contract for any Intellectual Property and/or Data solely or partially created with funding from this contract. Any questions about these clauses or exceptions should be noted to the Points of Contact on the RFP.
